I recommend adding 2 of the Erickson Eye Tie-Down Anchors # EM53909 to your fishing boat. Since the handles in the image you provide are held on by what looks to be screws into the boat I do not feel they are strong enough to take the abuse when driving down the road. I can't say that it's not possible, because with enough tie down straps, I've seen plenty of people do worse. However, it's not something I would advise you to do because you're not going to be able to properly stabilize the boats on their sides without a carrier.
